Requirements:
Goal: Introducing the students to the knowledge and skills necessary for designing and implementing a model of organization and efficient execution of public procurements, encompassing different managerial, organizational, legal, economic and technical aspects of this process. Becoming acquainted with all of the theoretical and practical aspects of public procurements. Training students to successfully manage and participate in public procurement calls, and create public procurement agreements according to relevant legal regulations.
Outcome: Upon finishing the course, the students will have gained basic knowledge of the public procurement system, with a particular focus on the textile industry. They will gain knowledge of public procurements as an organizational, financial, legal, and practical concept. The students will be able to apply the principles, methods and models of the public procurement process; standardize and formalize procedures; make decisions regarding the choice of the best bidder while keeping in mind the needs of the ordering party; understand the forms of necessary documents and the motions in public procurement processes. This knowledge and skills will help them successfully navigate and participate in public procurement procedures.

Theoretical instruction:
  1. Public procurement management as a scientific discipline.
  2. Participants, roles and the organizational structure of public procurement management.
  3. Basic notions and principles of public procurements; processes and segments of public procurements.
  4. Public procurements in the Republic of Serbia; the institutional aspect of public procurements.
  5. Organization of public procurements.
  6. Procedures and regulations used in the formulation of work within the public procurement sector.
  7. Public procurement finances.
  8. Procurement planning.
  9. Assessed value and financial security assets.
  10. Authorization and responsibilities of public procurement managers and officers.
  11. The legal nature and goals of public procurements.
  12. Development of the public procurement model.
  13. Types of procedures.
  14. Public procurement principles.
  15. The importance of public procurements in view of applying for membership in the EU and the EU directives on public procurements.
Practical instruction (Problem solving sessions/Lab work/Practical training):
  1. Organizing procurement offices in large systems. Practical models and case simulations. Centralization of public procurements and its influence on the different models of public procurement and the organization of delivery. Case studies; preparing necessary documentation. Research. The most frequent mistakes and examples of good practice in the public procurement process. Special forms of public procurement and specific features of public procurement in particular sectors. The authority and scope of work of the Public Procurement Office and the Committee for the Protection of Rights in Public Procurement Procedures of the Republic of Serbia. Procedures and deadlines in public procurements. Process of planning public procurements. Preventing corruption and conflict of interest in public procurements. Regulation of public procurements in the region and EU countries. Public procurements and the budget system. The technical aspect of public procurements.
