Student Standard

Rights in the field of students’ standards are established by the Law on pupil and student standards. According to the Law and under the terms of this Law, the student is entitled to:

  1. accommodation in a dormitory;
  2. board;
  3. student loan;
  4. student scholarship;
  5. scholarship for exceptionally talented students;
  6. rest and recovery;
  7. cultural, artistic, sports and recreational activities and information.

The rights of students determined by the Law are personal and cannot be transferred to other persons. Student participates in securing the costs for exercising rights from points 1), 2) and 6).

1.Accommodation in student dormitories:

The right to accommodation in student dormitories belonging to Student Centre "Belgrade" have students of higher education institutions founded by the Republic of Serbia, an autonomous province or local self-government unit, enrolled for the first time in the current school year for studies of the first, second or third degree, whose education is financed from the budget of the Republic of Serbia, as well as students who are enrolled for the first time in the extended year in the status of a student whose education is financed from the budget of the Republic of Serbia, who are citizens of the Republic Serbia and whose residence is not in the same city as the headquarters of the higher education institution at which they study. Students from vulnerable social groups exercise the right to accommodation under the conditions from paragraph 1 of this item and by application of the more lenient criteria. The right to accommodation in a student dorm can also be exercised by students who have citizenship of a state in the region, under the conditions listed above, except for the conditions related to the citizenship of the Republic of Serbia. Students who are foreign nationals may also have right to have accommodation in student dormitory, in accordance with the international agreement and reciprocity. The Student Centre "Belgrade" announces the competition for accommodation in student dormitories. The competition for accommodation in student dormitories determines in detail the conditions of admission to student dormitories, the documents required for applying for and accommodation in student dormitories, the deadlines for competition and the number of available places in student dormitories, the criteria for determining the order of candidates for accommodation in student dormitories, the procedure for conducting the competition and other issues related to accommodation in student dormitories. Students who for the first time enrol the first year of study (freshmen) apply to the competition for accommodation in student dormitories directly in the Accommodation Service of the Student Centre "Beograd", 5 Djušina Street , Palilula, Belgrade, or in another location determined by the Student Centre "Belgrade". Students who enrolled for the first time the higher year of the study (second or third or extended year), submit their application for accommodation competition at the Student and Teaching Department of the School of Electrical and Computer Engineering of Applied Studies. 2.Board in student restaurants (canteens):

The right of board in student restaurants of Student Centre "Belgrade" have students of higher education institutions founded by the Republic of Serbia, an autonomous province or local self-government unit, who were enrolled for the first time in the current school year for studies of the first, second or third degree. They are required to have their scholarship financed from the budget of the Republic of Serbia. The right of board also have students who have been enrolled for the first time for extended year in the status of a student whose education is financed from the Republic of Serbia budget, who have the citizenship of the Republic of Serbia. Students from sensitive social groups exercise the right of board in student restaurants under the conditions from paragraph 1 of this item and by application of more the lenient criteria. Students who have the citizenship of a state in the region, may also be entitled to have board in student restaurants under the conditions listed above, entitled in student restaurants, except for conditions related to the citizenship of the Republic of Serbia. Students who are foreign nationals may also exercise the right of board in student restaurants, in accordance with international treaty and reciprocity. The right to a diet of three meals a day have students who meet the general requirements of Article 4 of the Pupil and Student Standards Act, and whose place of residence is not in the place of study. The right to one meal per day is provided to students who meet the general requirements of article 4 of this section on pupil and student standard and whose place of residence is in the place of study. Students whose education is financed from the budget of the Republic of Serbia are entitled to the appropriate number of meals per day (depending on the place of residence), at the privileged (subsidized) prices. Students who finance their education themselves have the right to an appropriate number of meals per day (depending on the place of residence) at economic (regular) prices. The decision on exercising the students’ right of board is brought by the Headmaster of the Student Centre “Belgrade" based on the student's request and the documentation submitted. 3. Student card:

Student card is a multifunctional electronic student document that is used when using the services of the Student Centre "Belgrade". To exercise the right of board in student restaurants and accommodation in student dormitories a student is required to have a student card. The student card can also be used to exercise other rights in the field of student standards (such as an electronic wallet and a medical card for the treatment at the Student Polyclinic). The student card also serves for certain discounts (EYCA and ISIC discounts). 4. Student loan:

In accordance with the law, entitled to the right of student loan are students of higher education institutions established by the Republic of Serbia, autonomous province or local self-government unit, who enrolled for the first time in the current school year for the studies of first, second or third degree, whose education is financed from of the Republic of Serbia's budget, who are not employed, who have citizenship of the Republic of Serbia, who have been enrolled, for the first time, in the winter semester of studies and who reside in the territory of the Republic of Serbia. Undergraduate students of the first year of who have enrolled for the first time in first semester, as well as students of second and third year of undergraduate studies, can apply for the student loan, if they meet other requirements in accordance with the law and regulations. Students from vulnerable social groups have the right to submit request to be ranked separately within a specified number, subject to the foregoing conditions, and by application of more lenient criteria, in accordance with law and the rule book. The number of student loans is determined according to the available funds in the budget of the Republic of Serbia for the respective year. The competition for granting student loans is announced by the Ministry of Education, Science and Technological Development. As a rule, the competition is open from October 1st to October 31st of the current year. The student loan offer specifies the conditions for obtaining student loans, documents required for competition, deadlines for competition, criteria for determining the order of candidates for obtaining a loan, the procedure for conducting the competition and other issues related to student loans. Candidates for student loans submit their application with required competition documentation to the higher education institute in which they study. The final ranking list of approved candidates is determined by the Commission for pupil and student loans and scholarships of the Ministry of Education, Science and Technological Development. Students conclude loan contract with the Ministry of Education, Science and Technological Development. The contract defines more closely rights and obligations regarding the use of loans. Monthly amount of student loan for the current school year is 8,400 dinars and is paid off in not more than ten monthly instalments.

5. Student scholarship

Students of higher education institutes are, in accordance with law entitled to scholarship. The institutes have to be established by the Republic of Serbia, autonomous province or local government unit. Students are required to have enrolled, for the first time during the current school year for studies of first, second or third degree, their education has to be financed from the budget of The Republic of Serbia. The students must not be employed, must have citizenship of The Republic of Serbia. They must not have lost a year during their studies, have to be studying with the highest efficiency. They have to have passed all the exams from the previous years of studies, in accordance with teaching plan, with average mark hot lower than nine. Students need to have their residence in Serbia. Undergraduate students of the first year who have enrolled, for the first time, the first semester as well as the undergraduate students of the second and the third year, if meeting other requirements in accordance with law and the rule book, may also compete for scholarship. Students from the vulnerable social groups have right to submit request to be separately ranked within the purpose-determined number, under the abovementioned conditions, but by application of more lenient criteria, in accordance with law and the rule book. The number of students’ scholarships is determined according to the available funds in budget of The Republic of Serbia for the year in question. The competition for granting scholarships is announced by the Ministry of Education, Science and Technological Development. As a rule, the competition is open from October 1st to October 31st of the current year. The scholarship competition specifies, in detail, conditions for obtaining scholarships, documents required, deadlines, criteria for determining the order of candidates for obtaining scholarship, the procedure for conducting the competition and other related questions regarding scholarships. Candidates for scholarships submit their application with required competition documentation to the higher education institute in which they study. The final ranking list of approved candidates is determined by the Commission for pupil and student loans and scholarships of the Ministry of Education, Science and Technological Development. Students conclude scholarship contract with the Ministry of Education, Science and Technological Development. The contract defines more closely rights and obligations regarding the use of scholarship. Monthly amount of scholarship for the current school year is 8,400 dinars and is paid in not more than ten monthly instalments. 6. Student insurance:

The Ministry of Education, Science and Technological Development concludes an agreement on the insurance of students of state schools of high applied studies, on an annual basis. As a rule, students are provided against the consequences of an accident.

7. Health insurance of students

Health Care Institute for Students of Belgrade is dealing with protection of students' health. The services of the Institute can be used by students up to 26 years of age. 8. Possibilities for students with special needs, students in wheelchairs:

Students with special needs, in accordance with special programs of incentive measures of the Ministry of Education, Science and Technological Development and in accordance with the Law on Higher Education, have the right to special advantages regarding the enrolment not only on initial but also on higher years of studies, advantages when exercising rights to housing in student dormitories and board in student restaurants, as well as to special, privileged conditions when applying for student scholarships and loans. The Government of the Republic of Serbia, applying the program of incentive measure approves special quotas, namely a certain number of places for enrolment in the first year of basic studies of students with disabilities, at expense of budget of the Republic of Serbia. Applicants, who choose to enrol on studies opting for the application of the incentive measure of enrolment of persons with disabilities, when competing for enrolment, submit the appropriate documentation as prescribed by the terms of competition. Applicants, who fulfil the requirement for enrolment on studies based on the incentive measure of enrolment of persons with disabilities, are initially ranked for enrolment within specially approved quotas for enrolment under the abovementioned incentive measure program. Those studies are financed from a budget of the Republic of Serbia. Such students are also ranked for enrolment with all other students, in regular procedure. Students who are handicapped when enrolling in a higher year of study have the right to be financed from budget of the Republic of Serbia in the next year if they earn 36 ESPB points in the current year of studies. The School of Electrical and Computer Engineering of Applied Studies, in accordance with its material possibilities, provides additional advantages for students with special needs. Following timely submitted request, in accordance with capacities of the school, it is possible to adjust, for students with special needs, the mode of taking the entrance exam, the organization of classes and exams, to their needs. The building used by the School of Electrical and Computer Engineering of Applied Studies is adapted to students who have walking difficulties or use wheelchairs (there are access ramps and elevators).
