Requirements:
Goal: The task of the course State surveying and real estate cadaster is to introduce students thoroughly with the jobs in state surveying, as well as to acquire basic knowledge about the real estate cadaster. Acquiring knowledge of relevant legal and regulatory provisions and their changes stresses the importance of keeping up to date with these regulations.
Outcome: The curriculum allows the acquisition of necessary knowledge on state surveying and the existing records on real estate, with a particular focus on the establishment and maintenance of real estate cadaster, which is in compliance with the latest solutions given in current regulations and requirements of the World Bank.
Contents of the course
Theoretical instruction:
  1. The oldest sources related to survey and cadaster. Historical development in our region and the European surroundingup to the 20th century. Development in the territory of Serbia during the 20th century
  2. Concept and definition of state surveying and real estate registry. Regulations and types of regulations on state surveying of real estate. Law on state surveying and cadaster and registration of rights.
  3. Organization and jurisdiction of the Republic Geodetic Authority.
  4. Cadastral territorial units. Cadastral municipality. Cadastral parcel. Scale and division into the plan sheets. General concepts. Division into sheets of plans and detail drawings. Additional drawings.
  5. Basic geodetic works. Surveying of real estate. Methods of surveying details.
  6. Collecting data on real estate. General concepts. Content and method of detailed surveying of real estate. Recording changes in updating the survey. List of house numbers. Collecting descriptive data. Designing plans. Regulations.
  7. Land surveying. Surveying of a real estate. Numbering parcels. Cadastralrecord of rights andsoil fertility valuation.
  8. Establishment of a real estate cadaster. General concepts. Real estate proprietorship recording. Property rights. State possession. Obligation rights. Preparation for public inspection. Development of a study for presentation. Organizational and technical requirements. Collecting data onthe holders of ownership rights.
  9. Registrar of deeds. Land cadaster. Cadastral records of land cadaster (a new method).
  10. Public inspection. Establishing property rights. Land ownership. Building ownership rights. Method of public inspection in cadastral municipalities in which there is only land cadaster. Method of public display in the cadasters where besides land cadaster there is also registrar of deeds, i.e. register of deeds.
  11. Stages of preparation and content of the real estate cadaster. Parts and content of cadastral records of real estate cadaster.
  12. Maintenance of state surveying and real estate cadaster. Types of changes.Field works in case of changes, maintenance drawing of surveying – manual.
  13. Rights recorded in cadaster. Legal basis for registration of rights and types of registration in the cadaster. Cancellation claim. Request for correction of entries and correction ex officio.
  14. Difference between land cadaster and real estate cadaster.
Practical instruction (Problem solving sessions/Lab work/Practical training):
  1. Practical training is held through solving practical assignments through exercise classes, visits to institutions and institutes engaged in State cadaster and cadaster of real estate and development of independent project.
