Goal: The task of the course Real estate cadaster is to familiarize students thoroughly with jobs in the field of real estate cadaster, to master all legal and regulatory provisions, to understand the necessity of adopting and the need for changes andkeeping up-to-date with regulations. Acquiring the necessary knowledge through all forms of instruction creates a basis necessary for solving specific assignments from the field of establishment and maintenance of the Real estate cadaster.
Outcome: Realizing the significance and characteristics of the Real estate cadasterenables understanding of the role of these records, especially its role in providing ownership rights on real estate registered in the Real estate cadaster, as well as the successful conversion of these data in digital form which is necessary for the forthcoming establishment of the appropriate databases.
Contents of the course
Theoretical instruction:
  1. Real Estate Cadaster. The difference between land cadaster and real estate cadaster. Regulations and types of regulations applied in the real estate cadaster. Law on state surveying and cadaster. Law on general administrative procedure. Principles, responsibilities and participants in administrative procedures. Deadlines in administrative procedure. First instance administrative procedure. Office operations. Law on republic administrative fees. Regulation on fees for the use of data of surveying and cadaster and providing services of RGA.
  2. State administration. Concept of administrative authority. Bodies of state administration. State officials. Concept. Rights and duties. Types of jobs of state officials. Evaluation and promotion, professional training of state officials and state qualifying examination.
  3. Organization and jurisdiction of the Republic Geodetic Authority.
  4. Land Cadaster. General concepts. Cadastral territorial units.
  5. Cadastral land sorting and soil fertility valuation. Cadastral records of land cadaster (new way). Maintenance of land cadaster. General concepts. Types of changes. Field work for changes, maintenance sketch of surveying - "manual"
  6. Registrar of deeds. Principles of Registrar of deeds. Integral parts of the Registrar of deeds.Real estate proprietorship recording. Types of recordings into the Registrar of deeds. Abstract of titleas an excerpt from the Registrar of deeds. Harmonization of the Registrar of deeds and Land cadaster. System of deeds.
  7. Property rights. State possession. Obligation rights. Transfer of immovable property rights
  8. Principles of Real Estate Cadaster. Composition and content of the cadaster of real estate. Registration. Registration of property rights. Mortgage registration. Preliminary registration. Land register entry. General requirements for property rights registration, preliminary registrations and land register entry.
  9. Establishment of real estate cadaster. Preparation for publicinspection. Preparation of studies forpublic inspection. Course of the procedure for public display. Determining the real estate data and registration of rights duringpublic inspection. Registration in the real estate cadaster. Completion ofpublic inspection procedure and validation of the real estate cadaster (establishment of real estate cadaster).
  10. Maintenance of real estate cadaster. Basic concepts. Types of changes. Responsibility for the provision of professional and managerial jobs. Requirements for recording changes and monitoring of the current changes in the line of duty. Procedure of conveyance registration in the real estates and property rights on them. Finality and validity of decisions.Administrative dispute.
Practical instruction (Problem solving sessions/Lab work/Practical training):
  1. Solving problems at exercise classes and practical exercises 1 class per week. Exercises are held in blocks in real estate cadaster services of the Republic Geodetic Authority (the above listed contents of the course are treated related to the formation and maintenance of a real estate cadaster). Students are divided into sections, which enables quality work.
